Golden Opportunities And Local Support (GOALS) is dedicated to helping individuals achieve their personal goals through high-quality, unbiased services grounded in evidence-based practices. Our team prioritizes continued education to ensure every participant receives knowledgeable and compassionate support.
GOALS provides two core programs under Foundational Community Supports (FCS): supportive housing and supported employment. FCS is a Medicaid program designed to help eligible participants find and maintain stable housing and meaningful employment while developing the skills necessary to thrive in the community. In partnership with Wellpoint Washington, Inc., GOALS works to ensure participants receive the guidance and resources they need to succeed.
To access our services, participants must have active Washington State Medicaid and meet specific health and risk criteria. Our mission is simple: to provide the support and opportunities every individual needs to reach their full potential.

Supportive Housing assists those that are in need find and or maintain housing. In many instances, encouraging the person while they wait for options to become available. We assist people....
Find and or maintain a fair lease
Encourage landlord/ tenant relationship
Provide strong on-site and off-site case management from qualified staff
Assist people with disabilities so they can live stably in the community
Tenant education, including rights and responsibilities
Budgeting guidance
Credit counseling and repair
Rapid search of available properties
Staying connected to the available and up and coming community resources
Our housing specialist uses motivational interviewing techniques along the process to encourage the teaching and learning of life skills to set a person up for the life they want to live.
Supported Employment assists those that are in need find and or maintain employment, while helping the person make informed choices about work. Supported Employment is a well researched approach that helps people who have a disability, mental illness and/or substance abuse as well as ex-felons to explore and succeed at competitive work. Evidence shows that people who use Supported Employment are more likely to find jobs sooner and keep jobs longer. We assist people....

The Employment Specialist will spend time getting to know the person, their work history, and their strengths, needs, abilities, preferences, and work goals.
The Employment Specialist will work at the persons pace because there is no requirement to be ready to work only a desire to work someday.
We serve Medicaid-eligible participants, including those with CNP, QMB, or combined CNP/QMB coverage. Many people are unaware of their Medicaid status, so we encourage you to call GOALS staff to check your eligibility and learn more about our services.
To be considered for housing support a person must meet 1 of each section and must have active Medicaid Insurance.
Substance Use Diagnosis
OR Mental Health Diagnosis
OR Needs Assistance with 3 or activities of daily living determined by a Comprehensive Assessment and Resource Evaluation (CARE) assessment)
OR a homeless person with a disability determined by coordinated entry assessment
Chronically Homeless (off and on 3 years long as combined equals 12 months)
OR Frequent or lengthy institutional contacts (correctional, nursing, inpatient medical inpatient psychiatric)
OR Frequent Residential Contacts (evaluation, treatment, detox center, adult family home)
OR Frequent turnover of in-home caregivers
OR 1.5 or higher PRISM score
To be considered for employment support a person must meet 1 of each section and must have active Medicaid Insurance.
Enrolled in the state Housing and Essential Needs (HEN) or Aged Blind Disable (ABD) program
OR Substance Use Diagnosis
OR Mental Health Diagnosis
OR Needs Assistance with 3 or activities of daily living determined by a Comprehensive Assessment and Resource Evaluation (CARE) assessment)
At risk for deterioration of mental health or substance use due to 1 or more persistent/ chronic risk factors such as but not limited to poverty, homelessness, lack of social supports.
OR Dysfunction in role performance such as but not limited to struggling in work or school, difficulty with daily living, self care, self direction.
OR Substance use treatment
OR Inability to maintain employment from age, physical disability. Must be determined by CARE assessment
OR Unable to be gainfully employed for more than 90 days due to mental health physical impairment (must be result of HEN/ABD program evaluation)
